Tom Flynn, Partner

Overview of Tom

Partner at Whiteshield with in-depth experience in economic public policy, public sector transformation, human capital development, labour policies, investment policy and private sector development.

Over the past few years, Tom led Whiteshield’s major policy transformation projects, leading to enacted employment policies and a positive impact on the job market. He also led complex human capital and labour models to assess the impact of policies and organisation change in leading public authorities.

He is a recognised expert in his field, having worked with many governments on institutional reforms, laws and regulations, and policies to attract investment better and help create jobs. He has published studies on entrepreneurship support and youth employment, including Central Bank financing mechanisms to support startups. Tom is also also an expert in econometric modelling and policy impact evaluations. He leads the econometric training programs within Whiteshield.

Prior to joining Whiteshield, Tom worked with the OECD, advising governments on their economic reforms, including the governments of Jordan and Iraq. He is a graduate of the Fletcher School of Law and Diplomacy and is also fluent in Arabic.
