Launched several internet service providers and telecom operators in North Africa, Asia, and the Gulf.

Drove policy changes in the UAE related to international telecommunications, smart cities, government services, and data management.
Revamped the service portfolio of Abu Dhabi government.

Experience Overview

From 2017 to 2021, worked with the Abu Dhabi Digital Authority on several initiatives, and led TAMM, a Digital Transformation program for the government of Abu Dhabi. Implemented several data-related policies (Once-Only Policy, Single Point of Contact…). Also advised AD Investment Office on responses to technology requests by multinational cloud players.

From 2015 to 2016, created and prioritized Smart City initiatives for the Dubai Design District. Philippe coordinated with Smart Dubai prior to the formation of Dubai Smart Government.

From 2011 to 2013, started the concept of the Data Transit Zone for the UAE (allows global players to at a fraction of regulated prices ). Lobbied the Telecom & Digital Regulatory Authority (TDRA) and got product portfolio approved for Transit Zone to turn the UAE into a high IP gravity country, with substantial storage and outflowing traffic.

From 2006 to 2011 and in 2014, launched several mobile operators in the Middle-East, Africa and Asia. Participated in turnaround projects for telecommunication companies (fixed, mobile, ISP).

From 2000 to 2005, designed and implemented the technical infrastructure of internet service providers (telecoms, university campuses, government…) across the MENA region.
